Friesland is one of the most northern provinces of the Netherlands. It has about 500.000 inhabitants of which most are speaking their own language: the Frisian. It is more than an dialect, it has its own grammar and phonetics. It is taught at schools. This song has been very popular all over the Netherlands a few years ago.
